Infrastructure
For a number of years, the Lodzkie Region has supported investment projects related to such things as railway line upgrades as well as the construction and redevelopment of railway stops located on railway lines on which regular passenger services are provided, financed by the Lodzkie Region as the organiser of public collective transport.
2007–2013 EU FINANCIAL PERSPECTIVE
As a result of cooperation between the Lodzkie Region and PKP PLK S.A. under the Lodzkie Region’s Regional Operational Programme for 2007–2013, work has been carried out on railway infrastructure as part of the construction of the Łódź Metropolitan Railway, including:
- Revitalisation of railway line No. 16 on the Łódź Widzew - Zgierz section, together with the reconstruction of 3 existing stops: Łódź Stoki, Łódź Marysin (formerly Radogoszcz) and Łódź Arturówek, making it possible to resume passenger services from September 2014.
- Construction/reconstruction of railway stops on the routes of the Łódź Agglomeration Railway to improve transport accessibility by creating intermodal stops with the Łódź Agglomeration Railway — Stage I, which included the construction of 8 new stops: Radogoszcz Zachód, Glinnik Wieś, Bratoszewice, Domaniewice Centrum, Łódź Pabianicka, Zgierz Jaracza, Ozorków Nowe Miasto, Łódź Dąbrowa and the reconstruction of 9 existing ones in Smardzew, Glinnik, Swędów, Stryków, Głowno, Zgierz Północ, Zgierz Kontrewers, Grotniki, Chociszew.
At the same time, work has been carried out thanks to the funds from the 2007–2013 financial perspective, including:
- Modernisation of railway line No. 15 on the Bednary - Zgierz section together with the construction of a connector to the W. Reymont Airport — Stage I: reconstruction of the railroad surface on the Łowicz - Zgierz section; Revitalisation of railway line No. 16 on the Łódź Widzew - Zgierz section.
2014–2020 EU FINANCIAL PERSPECTIVE
The funds available under the 2014–2020 EU financial perspective, as per the ŁR ROP 2014–2020, have enabled the continuation of the ongoing activities and the implementation of a project covering the construction of integrated multimodal hubs together with the construction and reconstruction of railway stops in the Lodzkie Region; this has involved:
- building 3 new stops in Łódź (Łódź Radogoszcz Wschód, Łódź Warszawska and Łódź Retkinia), expanding 2 existing stops (Łódź Stoki, Łódź Arturówek) as well as adding a passing loop at the Łódź Marysin passenger stop.
- A project has also been carried out involving the improvement of the accessibility of the Stryków and Głowno stations, the construction of a new Pabianice Północ stop and the modernisation of the railway station in Zduńska Wola in cooperation with the city of Zduńska Wola, which owns the station.
At the same time, the European Union funds in the 2014–2020 financial perspective have enabled such work as:
- Revitalisation of Łódź Widzew - Kutno railway line No. 16, on the Zgierz - Ozorków section.
- Work on railway lines No. 14 and 811, Łódź Kaliska - Zduńska Wola - Ostrów Wlkp. section, Stage I: Łódź Kaliska - Zduńska Wola.
- Streamlining of the Łódź railway node (TEN-T), stage II, Łódź Fabryczna - Łódź Kaliska/Łódź Żabieniec section (the Łódź tunnel is under construction).
- At the same time, the efforts of the Lodzkie Region have enabled the modernisation of the East Viaduct at Łódź Kaliska station to be finalised, significantly increasing the station's capacity.
2021–2027 EU FINANCIAL PERSPECTIVE
- The Lodzkie Region has submitted 3 projects to the 2028 Rail Plus Local and Regional Infrastructure Supplementation Programme, which will contribute to eliminating the transport exclusion experienced by its residents:
- Construction of a line connecting railway line No. 131 (Chorzew Siemkowice) with railway line No. 181 (Wieluń)

- To provide railway services in the south-western region of the Lodzkie Region, a Project is being prepared for the construction of a new line connecting Bełchatów with railway line No. 131 — the Baltic-Adriatic Corridor — complementing the two projects currently being implemented under the Rail+ Programme: Modernisation and electrification of railway line No. 24 on the Piotrków Trybunalski - Bełchatów section, with extension to Bogumiłów, as well as Construction of a line connecting railway line No. 131 (Chorzew Siemkowice) with railway line No. 181 (Wieluń).
The three projects indicated above will establish a new transport route will in the Lodzkie Region, connecting Piotrków Trybunalski, Bełchatów, Wieluń and Wieruszów. This will be a historic moment for the inhabitants of the Lodzkie Region, as the towns of Bełchatów, Wieluń and Wieruszów (the main target group) will gain access to the international Baltic-Adriatic rail transport corridor and a direct rail passenger connection with the region's capital.
In 2022, the project was included in the Programme Contract signed by the Regional Local Government and the Minister of Funds and Regional Policy, the subject of which is to define the directions and conditions for co-financing the EU Funds for Łódzkie Programme for 2021–2027, as well as priority undertakings.
The final outcome of the Project will be the development of application documentation based on which PKP PLK SA, as the Beneficiary, will apply for funding for the construction of the new line under the EU Funds for Łódzkie Programme for 2021–2027.
The Contractor's task is to select variants and indicate the preferred route. To this end, the designer has defined five investment project variants. The designer will also propose the locations for platforms. The relevant analyses must consider such issues as travel times, impact on the natural environment, improving mobility and public access to rail transport. Subsequent stages of the work will include carrying out socio-economic forecasts and analyses of the transport services market; identification of the railway line's area of impact; consultations with the public, the local authorities and other stakeholders; detailed analyses of the variants with traffic forecasts; traffic and operational analyses, technical and feasibility analyses; cost estimation; environmental, financial and economic analyses; as well as a timetable. The final stage will be the development of a feasibility study, which is scheduled to be completed by the end of 2025.
The contract for the documentation is being executed by the Department of Infrastructure, Planning and Transport Projects Division, while the contract for the construction of the railway infrastructure (construction work) is being executed by PKP PLK SA with funding under the EU Funds for Łódzkie Programme for 2021–2027, in cooperation with the Lodzkie Region.
